Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the EMPLOYEE SERVICES DIVISION of the COMPTROLLER DEPARTMENT of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10, currently $119,787. Responsibilities You will serve as Civilian Pay Lead in the Payroll Branch. You will lead the team in complex research and analysis, and troubleshooting of complex DCPS Payroll and N-ERP Time and Attendance issues. You will lead and mentor to develop and increase the overall payroll, Time and Attendance, and Human Resource knowledge of the team with regards to appropriation law, OPM regulations, CFR, FMR, applicable laws, regulations and procedures. You will perform gross pay reconciliation, and teach other accountants and labor analysts the gross pay reconciliation process. You will be responsible for the NSWC Crane Time and Attendance and Travel Compensatory Time instructions. You will work with the other Leads across the Comptroller Department on issues related to payroll and Time and Attendance. You will interface with other Warfare Center Divisions and other external personnel on issues related to the DCPS and N-ERP processes/system. You will lead the Team in providing Customer Service in response to questions regarding DCPS Payroll and Time and Attendance processes/systems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-4 (GS-11/12 equivalent) in the federal service or equivalent experience in the private or public sector analyzing, developing, and utilizing accounting methods and procedures to assess internal controls and provide technical direction on reconciling and troubleshooting payroll systems to ensure operational readiness.
