Responsible for the review of grievances and third party action requests to ensure timely, accurate and appropriate resolution of problems related to processing personnel actions and foreign entitlements.
Review a wide variety of personnel actions, documents, and pay adjustments for appropriateness and accuracy of information.
Review and validate complex arbitration audits for formatting, pay rates and overall calculations prior to submission to the Civilian Human Resource Agency (CHRA).
Advise supervision of problems, issues or concerns not resolved, which could potentially have a negative impact on DFAS Civilian Payroll and its ability to provide quality customer service.
Serve as the subject matter expert, develop course content and material, provide guidance, support and training to the Arbitrations team.
Analyze supporting documentation and reconcile the civilian pay data with Human Resources records to ensure an accurate history of transactions for validity of debt.
Make corrective actions in DCPS to resolve grievances or findings.
Review Thrift Savings Plan history reports for analysis and ensures necessary collections are made from back pay so the grievant is made whole.
Conditions of Employment
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as experience analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT THE GS-11 LEVEL: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
