Responsibilities Serves as a Lead Financial Specialist in support of the analysis, implementation, maintenance, and enhancement of the Defense Joint Military Pay System - Reserve Component (DJMS-RC) to ensure the integrity, availability, and confidentiality. Develops policies and procedures to ensure military pay system reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data. Identifies requirements and monitors the development of methods for the achievement of assigned systems interface or integration with other financial and non-financial systems. Participates in the preparation of functional specifications and other documentation to be used by data systems analysts, end users of the system and information technology specialists. Establishes conditions and requirements for tests, assembles project of functional users, establishes project requirements and timetables, and provides technical advice and assistance to team members for the interpretation of system controls. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Assisting in the design, development, and support of Military Payroll System; providing evaluation of Military Payroll system capabilities and enhancements; performing financial data analysis of multi-system interfaces in Military Payroll System; providing high-level pay systems expertise to senior leadership to help them carry out financial missions with allocated resources. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. Education Education is not substitutable for specialized experience at this grade level.
