Defense Finance and Accounting Service LEAD MILITARY PAY TECHNICIAN in Indianapolis, Indiana

Summary Who may apply: Current, permanent DFAS employees in the local commuting area and eligible PPP Military Spouses. Responsibilities The purpose of this position is to serve as a work leader in the processing of military pay transactions. Incumbent monitors and directs work activities which involve the examination of military pay documents to determine the accuracy and propriety of payments or the need for collection action to ensure proper payment to military members. Incumbent also performs work concurrent to that performed by the highest level of work led. Oversees the work distribution and ensures timely accomplishment of assigned workload. Provides on-the-job training to new employees in accordance with established procedures and practices. Amends or rejects work not meeting matters not covered by standards and problems in meeting performance standards. Performs some lead personnel functions such as approving leave for a few hours or for emergencies. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-07 specialized experience is defined as: Reviewing work for technical adequacy and compliance with established policies and procedures; processing a wide variety of complex military payroll transactions; determining entitlements; examining and verifying all documents for propriety, completeness and accuracy; and running reports to monitor workload and providing technical support on standard procedures to coworkers. GS-08 One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-08 specialized experience is defined as: experience which equipped the applicant with expert-level knowledge of a large body of military pay rules, procedures and operations sufficient to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay, sufficient to provide leadership, training and support to others responsible for this work. Experience must include expert-level knowledge of related payroll systems sufficient to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within the automated systems. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-6 or higher in the Federal service. To be considered for the GS-8, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. Education GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
